Employment & Training Services and Incentives

Through your Alliance representative and the Riverside County Economic Development Agency (EDA) Workforce Development, we can assist or assume your employee recruitment and training efforts.  Our comprehensive business services include:

  • Screening applicants
  • Testing and assessing applicants
  • Providing training programs
  • Conducting new employee orientations

Not only are these services free of charge, in many instances businesses are eligible for additional savings.

Fixed Fee Training Rates

Training Methods

Classroom

Classroom training is instruction in a classroom setting, provided to a group of trainees, and conducted by a qualified instructor.

Laboratory

Laboratory training is practical instruction or experience conducted in a non-productive environment by a training agency, qualified training vendor, an employer, or a group of employers acting jointly.

Distance Training

Distance Training falls into two categories. Computer-based training is training which occurs when a trainee uses a computer to access and learn training material through computer associated media, such as the Internet, intranet, local area network, and CD-ROM. Video Conference training is live, interactive instruction provided by a trainer through a video communications session between 2 or more locations.

Class Sizes

For classroom, laboratory, and videoconference training, the trainer to trainee ratio is 1:15 for new-hire classes and 1:20 for retraining classes.

Types of Training

ETP can fund a wide variety of training programs. Historically, the following have been the most commonly funded types of programs:

  • Quality Management Principles
  • Statistical Process Control (SPC)
  • Production Techniques
  • Computer Skills
  • Materials Resource Planning (MRP)
  • Customer Service
  • Management Skills
  • Sales Techniques
  • Computer Numerical Control
Funding is not limited to these types of training, however. Your company can decide what types of training will be provided. Training can be provided in house, by a training agency, or by a third party. Training providers should be California based, unless the training is so unique that a training provider cannot be found in California. Vocational English as a Second Language (VESL) requires evaluation of trainee's English ability and may not typically exceed 45 percent of the remaining total skills training per trainee.

The Workforce Development Center (WDC)

The Riverside County one-stop Workforce Development Centers assist businesses and individuals with a variety of employment and job training services. Conveniently located under one roof are invaluable service providers from the Riverside County Economic Development Agency, the State Employment Development Department, Department of Rehabilitation, Riverside County GAIN Program and many more partners. There are four Workforce Development Centers located throughout the county in Riverside, Temecula, Hemet, and Indio.

Employment Training Panel (ETP)
(916) 327-5262

ETP is a business labor program to retrain workers. ETP funds training that meet the needs of employers for skilled workers and the needs of workers for good long-term jobs. This employer-supported training is for new workers and retraining workers in danger of being laid off as a result of technological advancements in the workplace and because of foreign and domestic competition.

EDA Workforce Development can assist or assume your employee recruitment and training efforts. EDA Workforce Development professionals will: Analyze your human resource needs Develop hiring criteria Advertise for your employee recruitment Screen applicants Test and assess applicants Provide training programs Conduct new employee orientations Not only are these services free of charge, in many instances businesses are eligible for additional savings. If locating in an Enterprise Zone, businesses may receive state tax credits of up to $19,110 per eligible employee over a five-year period. Exact amounts are calculated on a percentage of the employee's hourly pay.

Regional Occupational Programs (ROP)

The ROP program offers career preparation training to high school and adult students. Classes are a combination of classroom instruction and on-the-job training taught by professionals. ROP is offered through the: Riverside County
