Fast Tract Permit Processing

The Riverside County Economic Development Agency’s Fast Track Program can process a qualified commercial and industrial projects can go to public hearing in as few as 60 days with grading and building plan checks reviewed in as few as 5 days.

A business-friendly professional will foster projects through the development review process and pre-development meetings, initiated by your representative, will help in eliminating unexpected delays during the development review process.

To qualify for the Fast Track Program, a project must meet one of the following criteria:

  • Create a minimum of 75 permanent, full-time jobs
  • Invest a total of at least $10 million in land, buildings and/or equipment
  • Produce $25 million in taxable annual sales

City of Temecula

The City of Temecula

The City understands that time is of the essence for business relocations and expansions and that the City plays a key role in the timing of projects.  For those manufacturing, industrial and commercial projects that qualify for the Fast Track Program, a project can be processed in as little as 60 days. 

To qualify for the Fast Track Program, a project must meet one of the following criteria:

  • Employ a minimum of 25 employees
  • Jobs offered should be high paying and high-tech using high-skilled labor,
  • The project will generate revenue for the City and/or fulfill a community need
  • The projects location must me in an urban area with existing infrastructure such as roads, sewer, water, etc.
  • Not require any substantial technical studies (i.e., biology, traffic, geotechnical)
  • The Fast Track applicant will be required to commit to a schedule of submittals.

The City of Lake Elsinore

The City of Lake Elsinore

With the exception of projects requiring technical or environmental studies, development proposals involving commercial or industrial projects, with a high value to the community, can be expedited through the entitlement process after conferring with the Planning Manager, Principal Environmental Planner, and notifying appropriate agencies i.e. Water District, County Fire, etc. 

Most expedited projects can be processed within sixty days.  The applicant should provide a submittal timeline to assure that the necessary work is completed in a timely manner.
